Help, I'm about to buy a new scooter?

Hello,
I'm about to buy a new scooter. I'm either going to get the Derbi
Atlantis Red Bullet or the Vento Phantom R4i. Both of these are nice
looking scooters to me. I've looked around on the internet and saw
that you need a motorcycle lincense for scooters above 50cc. Is this
true? If so, how do I get one? I live in the state of Texas. Are
there any regulations regarding either one of these scooters? I'm
looking for a nice looking and fast scooter and both of these seem to
meet my standards. I was looking very closely at these scooters and
noticed that the Phantom R4i has more horsepower than the Red Bullet
but the Red Bullet has more R.P.M. How big of a difference in speed
would that make? Next, I have a few questions to ask about both of
these scooters? Are both of these scooters big? Are both of them
comfortable? Do they have a lot of storage room? Which one comes with
more available options? Do both of them have horns on them? I noticed
that they are around the same price, are they worth it? Are both of
these scooters good quality scooters that will last, look good, and
run for years to come? Does the Red Bullet have an Alarm like the
Phantom R4i? Are they both key start? Do both of them have good pick
up and speed? Which one will I have to go through more maitenence on?
Do both of them have room to carry a passenger and still be
comfortable and safe? Since the Phantom R4i is bigger, is it to heavy
for someone not a very big size? Are both of these scooters good for
tall people? Which scooter looks better in person? To sum all of this
stuff up, the final question is which scooter is down right the
better scooter of these two? Could someone please help me by
answering these questions as soon as possible since I plan to get
this scooter before Christmas? Could someone please reply and answer
these questions quickly so that I get the best and right scooter for
me?
