Atlantis drum brake not working

Hi. If anyone here has any advice, I'd really appreciate it.

I've had my (used) '03 Atlantis for two weeks. I started it a few mornings ago and it seemed as if the rear brake cable was disengaged. There was no resistance when I pulled the lever. I went to work using just the disc brake. I checked on it midday, and there was a little bit more resistance when pulling the lever, but not enough, I guessed, to make it work.
It was cold in NY (under 55 degrees) for the first time in many months, so that may have something to do with it(?).

I was advised in another forum to tighten the brake rod nut. The brake will stop the wheel now, but I feel as if there still isn't enough tension with the cable. The nut is as tight as it'll get. What else can it be? The guy I bought the scoot from had the whole thing looked at by a bike shop just days before I bought it.

Any suggestions?
