I know its a lot to ask for but very important to those looking to get into scooters. To have a state by state list.
A list of the laws governing the definition of a scooter or moped or motorcycle. Each state seems to differ.
In MA it's a moped/scooter if it is under 50cc, 2 or 4 stroke (unfair I know), automatic transmission, and has a factory spec or spedometer that gives it a maximum speed of 30mph. Under those circumstances listed above all you need is a motor vehicle license and a sticker from the registy of motor vehicles.
Anything else must be listed as a motorcycle and requires registration, insurance and a license to operate a motorcycle.
