an 04 50cc tank scooter wont run wide open

i bought this sooter cheap with charging problems i put a new stater voltage reg the headlights still dim ok ill live with that but it wont run wide open after a closer look i discovered the diaphram in the carb was not opening it looked good but i replaced it with a new carb it still wont open the slide if any one has any insight on this please let me know thanks maddawg
