If the oil reservoir ran out of oil, the oil pump needs to be bled to get the air out. This is probably why the engine seized again. Drain the fuel tank. Premix one liter of gas with oil, about a 2% ratio of oil to gas to lubricate the engine. Disconnect the oil feed hose at the carb manifold. Start the engine and let it idle. Run the engine till a steady flow of oil comes out of the hose and reconnect the hose. Fill fuel tank with clean fuel to dilute the fuel/oil mixture or drain the tank of the fuel/oil mixture before refilling.
Usually once an engine seizes, the damage has already been done. A quick check if you don't want to bother with bleeding the oil pump is to just add the oil to the gas tank to premix in the same 2% ratio. Run the engine. If it seizes again the engine will need to be rebuilt. A complete engine tear down would be needed to determine the damage and required replacement parts.
70cc rebuild is the way to go, but you will need to also upgrade exhaust, drive train and carb jetting. Expect to pay at least $500 or more. Derbi parts are harder to get since Piaggio bought out Derbi. There are many after market cylinder kits available. Check out Polini, Malossi, and Metrakit to name a few.
