I believe I had a very similar problem with my malaguti when I first bought it. It also has a 70cc kit on it, and I was told from the dealer that the reason for that loss in acceleration was old gas clogging up the carburetor. They cleaned it out and it works like new, this may or may not be the problem, but it's a good start, because pushing it to full throttle was when the engine would stop accelerating. The owners of it before had only put 70 km on it and the gas they had in it was the same gas they bought it with and then it sat at the dealership for 9 months...it also didn't start acting up until a month after i got it.

It may also be lack of oil, have you put more oil in?

Honestly, the most help I have gotten out of anyone is a scooter dealership, and every where you go they're much easier to find because they're booming right now with this economy. My dealer doesn't even sell malaguti's anymore, but they still know about their scooters so they're very helpful, I'm sure most dealers will answer any questions for free and if you did need the carburetor cleaned they can probably do it.
