Malaguti Yesterday acting boggy

Hi all. I have a Malaguti Yesterday that I believe was kitted to 70cc (bought it on Craigslist). I've had the scooter almost a year now, and have seen a couple of things happen over time:

- I used to be able to hit 50, even 55, on straightaways. Now however getting too speedy, the acceleration will completely drop off over 40 or so.
- Going down hills particularly shows off the engine drop-off. Once I'm over about 35mph going down a hill, the acceleration can completely drop off, and sometimes I need to wait until the bottom of the hill to get it going again.
- I think I've also found that cold/humid days cause more drop-off than hot/dry ones.

I'm regularly replacing the spark plugs now, as that seemed to help the problem, but they are getting less and less effective. A new sparkplug might only help the problem for a week or two at best, and then it begins it's slump downward.

Any ideas? I'm relatively new to engines and engine care, so any help would be appreciated.
