If it surges then its a gas filter. If it runs smoothly then acts like it looses power its the choke not staying open. If while running higher rpm it misfires its the ignition system. look for ignition not being grounded loose wire etc first, if not replace cdi.
also sounds like bad or old fuel.
Most likely carb is clogged and needs to be opened and cleaned or rebuilt
