De-restricting my vitality

I spoke to someone at the moped hospital about my Kymco Vitality. I was able to cut the rev wire in the box with out a problem. I removed the case in search of the bushing. I believe I am looking in the right spot, it's the rod that the belt rides on right? If so is the lip distinct? It's hard to see it.
