Yamaha Vino, Wont start?

I have a 2002 Yamaha Vino classic Scooter, 50cc 2 stroke. It will not start. I can prime carb with eye dropper of gas and it runs but won't pickup own fuel. The carb. was gone through and is clean. Fuel clean. Got good spark. I don't know about that electric choke unit but think it might be suspect. I also suspect vacume lines, not sure? The fuel is getting to carb., Float bowl fills up.
