honda sfx problem

i need some help when i got my honda sfx it only done 20 mph which i thought was wrong but i coped with it till i could get a dr-restricted cdi and i took the plate out of the variator and now it does 31mph with that done to it do any one know what the problem could be so i can get it to go the proper speed thanks
