Gilera runs cool

Hi, my Gilera VX125 seems to run very cool - starts Ok and warms up reasonably but the gauge never gets above 2 marks (out of 6) and I never seem to get heat through the vents. Is this normal? I've tried putting gaffer tape obver the radiator but to no avail - what is other people's experience
