Vulcan V50r has no charge but blows light bulbs

Is there anyone out there that can help me, I have bought a CPI Vulcan V50r for my daughter, it shows no charge at the Battery, But if you rev it up it blows the side light bulbs but still only shows 12 volts at battery. Has anyone come across this problem before, or can tell me where to get a wiring diagram for a Vulcan.
