mod question regarding pipe and carb

Hi, I have a question regarding a performance pipe installed a little while back for my 2007 TGB Laser 303R 49cc scooter.
My scoot started bogging down and acting like it was running out of gas a few times before I installed the new pipe. After I put the pipe on it was great for about 20 miles. It was quite a bit faster. Then it started screwing up again. I did everything, new plug, cleaned carb, moved the circlip down a notch to richen the mixture, checked everything, etc. Then it finally broke down and I took it to the shop. They put a new carb in it and it ran decent with the stock pipe back on. I put the performance pipe I bought back on but but it seems like it doesn't perform like it should. It's a bit slower off the line and the top end is a little bit slower too. It was a little quicker off the line the first time I put the pipe on with the original carb. The carb on it now is the exact same Mikuni 13mm one as the original stock one. Do you know of any adjustments I might need to make to go with the performance pipe back on? Like needle adjustments, rejetting, etc. Am I running a risk of screwing anything up by doing nothing? I feel like I should adjust or do something since the scooter is now modified. The jet is a 60?... Something like that, but the numbers don't mean much to me because I don't have experience there.
Anything you can tell me to buy, adjust, etc would be greatly appreciated.
