THE CDI BOX THEY PUT ON HAS A RPM LIMITER ON IT.
LOOK AT THE PLUG THAT GOES TO THE CDI. IF THE BROWN WIRE HAS A PIN THAT GOES TO IT,CUT THE BROWN WIRE AND YOU WILL PICK UP YOUR SPEED AGAIN
