49cc scooter has a nipple that leaks fuel

I have a TGB Laser 303 49cc scooter. I was riding along, thought I heard a little buzzing noise, stopped scooter, then couldn't get it restarted. Only has 350 miles on it. Spark plug was dirty but I cleaned it off. Now fuel drips from this nipple (that I have no idea what it's used for) and it wont turn back over.
