de-restricting piaggio typhoon 50

Hello,
I normaly ride vintage vespas but i picked up a brand new piaggio
typhoon for $1400. This thing is very SLOW, it has a hard time getting
to 35mph. It runs great, but i am certin that it is restricted somehow.
I have checked the variator and could find no obvious spacers in there.

Any idea how these are restricted, and how i can buypass those
restrictions. I hear many people talking of 50+mph out of these
scoots. ANy help would be great.
