It's unfortunate that some people on this forum can't be nice to fellow scooter owners. We should be using this forum to help each other and promote the enjoyment of "scootering", so with that said, here is the answer to your question. What you've found is the oil fill hole for the gear box. There should also be a drain hole somewhere on the bottom of the case. 110cc is the maximum amount of oil that you should add into the hole to reach the full mark on the dip stick. Use a good synthetic 75W90 multi-weight gear oil.
