which brand is best, Honda, Italian?

I want to buy a scooter, want the option to go 70mph, but most likely will not. I have steep hills and driveway in Portland, Oregon, and want to be able to ride "doubles" to take the kids to school occasionally. (Never over 25mph and it is 1/2 mile away) The reviews seem to be good for 150cc, but would I be better off with 250cc? What is the diff on fuel efficiency? Can someone recommend a model? Hondas and Venetio (sp?) models look spendier than one I saw labeled "250cc Tank" What is the "favorite"? Thanks
