I have the exact same problem. I've brought it into a motorcycle dealer and they couldn't find the problem. After talking with a more knowlegable scooter mechanic he suggested it may be a stuck ring on the piston causing a losss in compression. I thought it was a fuel filter problem or carb jet problem but both of these have been cleaned or changed. Now I'm just going to get a 70cc mod kit as long as I have to pull it apart.
