brake problem

I have a vici commando and I can not get the rear drum brake to work . it wont even lock up when your rolling down the drive way.it just slowly come to a stop. I replaced the shoes with a new set of ebc 303 . I pull on the handle and the cable tighten up just fine. I'v check the cam and cable. they seem to be fine. the frount dis brake works great.If you have any suggestion please respond or email me at cpmbn@yahoo.com
