Please help scooter won't start!

I recently purchased this scooter and after I put it all to gether I cannot get it to start. All it does is crank over and over again with the electric starter running... But the engine never starts. I thought maybe I flooded it but, I let it dry out for a day and still it did the same thing. I followed the instructions about cranking a few times with the kick start and then not giving it any gas and trying to start it electronically... But to no avail. The kill switch is in the on position so it isn't that, I have checked the fuel line leading to the carb, and it seems to be connected. The gas level in the tank goes down after a trail of trying to start it so it seems to be feeding gas somewhere. I am just at a loss, I have had it for over a week now and it is just sitting there. Any suggestions? I am a first time owner and I really don't know that much about them... Oh I have a Tank Urban Sporty 50cc
