GP1- Does is have a rpm limiter?

I installed a Metrakit SP 70cc with 21 mm Delorto carb. I'm wondering if the GP1 has a rpm limiter in the CDI. I'm using the SP pipe that comes with the whole kit. Right now my acceleration is pretty good and my top speed is 65.0 mph as registered on my GPS (going down a hill). On flat ground, 63mph. I thought my top speed would be higher so I'm wondering if there is a rev limiter keeping my revs down. Any ideas? Many thanks.
