The question I have for you is if the bike is still stock? What is the mileage? I sounds like someone tried to modify it and failed to tune it properly. If you still have the stock exhaust, it should be fairly quiet. If you have a performance type aftermarket muffler, they are a lot louder. The high rpm to get moving is from the clutch engagement set too high. The trans needs to be set up properly with the correct combination of clutch springs, and variator roller weights. It also seems like the carb is not jetted properly. Is the carb still stock(17.5mm), is the air box stock and unmodified, is it still a 50cc bore, and is the exhaust stock?
