Is the Derbi GP1 suppose to be so loud????

I just bought a demo Derbi from a shady dealer. AFter I bought it I found out my rear wheel was bent!! Also the scooter's throttle to power is not very smooth it seems. But maybe it's normal; I'm not sure.

Here is my question. Is the GP1 suppose to be a high revving scooter? Meaning it has no low end torque but rather power is only at the top at half to full throttle? Because when I apply 1/4 throttle, the scooter just doesn't move at all but the engine is already revving loudly. I have to apply thus more throttle before the scooter would start moving. My GP1 seems to only want to be ridden at 3/4 or full throttle before it runs smooth. If I keep it consistant at like 20/30km the bike doesn't run too smoothly. Also the GP1 is so loud. Is this NORMAL?? I have a feeling something is wrong with my GP1, perhaps the transmission is unhealthy. But on the other hand, maybe that's how the GP1 rides because afterall it is a sport scooter and people race them. If anyone can share how their GP1 rides please, PLEASE let me know so I can feel better. BTW my GP1 is a 2003 model.
