Don't know what state you are in, but in WA, mopeds are registered as are motorcycles. Just don't need a motorcycle endorsement to drive them (even though I have a motorcycle endorsement) and WA doesn't require insurance.

HOWEVER, it is not the gate guards, but the director of security, a dear friend of mine, who I approached about decal regs. The local base instruction (regulation) requires insurance for ALL motor vehicles. $218 per year is small change for the protection of vehicle insurance.

Actually, the gate guards all take time to admire and ask questions about the two scoots. They find them quite interesting. Now, I not only get a salute, but a very big smile as I pass thru security!
